Liam Maxwell, the government’s first chief technology officer, is famed for responding to requests for expensive IT projects by holding up a sign on his phone reading, “What is the user need?”. Maxwell’s main objective is to shape the government’s approach to technology in central government and the focus is on providing what the end-user wants. Maxwell will talk about his journey to achieving that goal.
