The warning issued to HMRC leaders is contained in minutes of a meeting of its Executive Committee on 7 June, a week after CIO Steve Lamey's comments were widely reported.

Under the heading "External Issues" the minutes said Varney had recently held discussions with ministers.

One outcome was that a note would be circulated on the speaking engagements of senior directors. "Excom [Executive Committee] members need to be aware of politically sensitive items/topics."

Excom's members include four director generals of HMRC, the deputy chairman and other directors including Lamey.
