In a written ministerial statement Peter Luff, minister for defence, equipment, support and technology, said it is essential that the UK equips itself with the right tools to tackle current and future threats.
"We have also included cyber-security as a separate section because it is a new and fundamental challenge," he added.
The consultation will cover national security, working with other countries, exports, small and medium-sized enterprises and cyber-security - the first time these issues have been considered together from a defence and security perspective, said the ministry.
The formal public consultation period will run from January to March 2011.
