The Government's planned reform of the Regulation of the Private Recruitment Industry Bill will change regulations so that internet recruitment agencies operate more ethically.

The Department of Trade and Industry (DTI) is proposing that it will be an offence to advertise a job specification on the Internet without the authority from the employer concerned.
Chris Littlewood, managing director of web site UKITcontractors.com said, "I know of cases where sites have created false vacancies to build up their numbers. Others flag up the highest negotiable rates."
Some online recruiters operate unethically copying vacancy details without permission onto their web sites, fabricating vacancies or indiscriminately circulating CVs, according to Dave Ferguson, ceo of 1st-wave.com, which operates job site jobbox.net.
A spokesman for the DTI said, "We want to ensure that the regulation protects the workers and hirers. It will also be an offence for a web site to disclose information about an employee's CV without his/her written consent."
This aspect of the legislation will not affect the contractors scene as much as permies, as contractors are likely to be less worried about their CV being circulated, according to Littlewood.
However, the DTI does not want to discourage the use of e-commerce. "The regulations will be e-commerce friendly, as the Internet should be an option available to job hunters."
Reforms which will update the Employment Agencies Act 1973, will be presented to Parliament later this year.
