The organisation that will manage competition in the non-domestic water supply market in England has contracted CGI to design, build and operate the system that will run it.
Water and sewerage services in England will be opened up to competition for non-household customers beginning in April 2017.
The new water market will give customers more choice in the retail market, with business, charity and public sector customers in England able to switch their water and sewerage supplier.
Market Operator Services Ltd (MOSL), which will provide IT systems that enable registration, customer switching and settlement between wholesalers and retailers, has signed a five-year deal worth around £15m with IT services supplier CGI.
The firm has experience operating competitive water markets, including in Scotland. Its central market operating system (CMOS) is also used in energy markets in Denmark and Holland.
When the CMOS system is implemented, it will be supported by CGI’s service desk, which will be available 24 hours a day.
CGI is working with IT services firm Bridgeall on the contract, which was also involved in the Scottish market development.
“The team’s combined experience in the Scottish market and the wider energy industry will be invaluable in ensuring success in the English market," said MOSL CEO Ben Jeffs.
According to CGI UK energy and utilities vice-president Tara McGeehan, the company has a "very tight timescale" to design build and implement the system.
“But by working in partnership with all the key stakeholders and leveraging our central market systems experience, we will develop a system that will make competition work for the water industry,” she added.
CGI, which is a Canadian IT and business process outsourcing company, acquired Anglo-Dutch Logica for £1.7bn in 2012.
