The system is experiencing small glitches and crashes, and some are not managing to get their claims through.

The Independent Parliamentary Standards Authority (ISPA), which is overseeing the new expenses regime, denied the system is experiencing teething troubles.

One MP called the system infuriating and unnecessarily complex, adding: "I've not yet succeeded in making a claim. I'll try again in about three months when the glitches have been fixed."

A spokesman for the ISPA said: "The online system has not crashed. The new system has been up and running for seven weeks, and MPs are using it successfully to submit claims. The system is straightforward to use and similar to the online expenses systems used by many medium and large businesses. We've held induction sessions and training for around 600 MPs and hundreds of their staff."
