company can integrate not only its diverse applications suite but
also the business tasks and processes it carries out. The result is
a more streamlined, flexible, adaptable, and hence competitive and
effective organisation.
The success of SOA projects depends on adhering to proven
methods and best practices. Since SOA is a joint business/IT
environment, a key element to a successful SOA implementation is
governance, that is, forming a decision rights structure of the IT
organisation.
SOA services require improved governance to maintain the level
of control needed to support a business/IT joint environment. SOA
governance is intended to improve the ability to make better
decisions faster, and is an extension of IT governance, performing
two functions:
- To define the decision rights for the new services within
IT
- To define the new decision rights that now exist between the
business and IT organisations.

The result of effective SOA governance is that everyone in the
organisation should have a clear understanding of what decisions
need to be made and who can make them, eliminating confusion and
uncertainty, and increasing teamwork. All staff should understand
roles and responsibilities in the overall process, allowing people
and teams to make the right decisions at the right time, allowing
for better teamwork and communications between business and IT.
In short, SOA governance will allow businesses to realise the
benefits of service reuse, by mitigating risk and maximising
control of service creation and reuse processes.
