Microsoft's CEO Steve Ballmer thinks corporations' IT spending will not return to pre-recession levels.

According to the Washington Post, during a speech in South Korea, Steve Ballmer described the economic events of the last year as "once in a lifetime."

Ballmer said IT spending is unlikely to fully recover.

"While we will see growth, we will not see recovery," he said.

Ballmer said CEOs have much more tightly constrained IT budgets.
