The City of Edinburgh Councilhas signed a £10m contract with BT which aims to save
money with its human resource service across the
council.
The new system, e-HR, will streamline the council's core HR
processes, ranging from recruitment, health and safety and absence
management. It will enable managers to access information more
easily while reducing paper transactions.
Councillor Donald Wilson, executive member for the council’s
Smart City project, said, “Investment in ICT helps us drive
improved customer services and efficiency. Projects such as e-HR
are about giving our staff the best tools for the job. As one of
the city’s largest employers, with more than 17,000 staff in many
locations across the city, this system will streamline the way we
run our business.”
The project is expected to deliver savings of £12m by 2016, with
£1.5m saved each year from 2009-2010.
Andrew Unsworth, the council’s head of e-government, said, “This
project will introduce a self-service function that is more
efficient and responsive to staff.
“We are transforming our HR service and introducing new
management practices on the back of the IT system.
Savings will be realised because there will not be as many paper
forms circulating between offices, and there will be less paper
chasing.”
Using the self-service method, staff will be able to update
their personal details, such as name change on marriage or home
address. It will also be possible to book leave and training
courses, check policies on items such as maternity leave and
complete self-certification for sick leave.
The new system will be rolled out to all council departments by
December this year.
