New national police agency appoints CIO

The National Policing Improvement Agency has appointed Richard Earland as its chief information officer.

Currently group director for information programmes with the Metropolitan Police, Earland has extensive experience of delivering major IT projects. He was IT director at Kent Police for eight years and was also director of the Valiant Programme, which provided the basis for the new Information Systems Strategy for the Police Service.

A Home Office agency, the NPIA exists only in shadow form until it is given powers by the Police and Justice Bill in April next year. It will then have statutory powers to mandate technology and business processes to police forces. The agency aims to work with police forces on an agreed programme of improvements, including the delivery of a national police intelligence system.
