The Financial Services Authority has appointed three
support services companies to deliver business transformation
projects and utility services in a four-year framework
agreement.
Capgemini, Tata Consultancy and Xansa were selected because of
their “cultural fit and strong track records in the UK financial
services industry”, according to the FSA.
The selection of three external suppliers was recommended in a
review of the authority’s IT function by consultancy Orbys last
summer.
The report, which was commissioned by the newly appointed IT
director Darryl Salmons, found that “the FSA’s IS organisation is
very immature and is far short of being efficient”.
It recommended outsourcing utility services to a single supplier
and splitting project delivery between three different
suppliers.
The services that Orbys said should be outsourced were the
management of the FSA’s datacentre, maintenance of its voice and
data network, front-line help desk supply, desktop management,
software systems lifecycle and application management.
The Orbys report said, “The reason that outsourcing is
recommended is that FSA IS has a mountain to climb in terms of
change necessary to raise the standard up to an acceptable
best-practice level.”
