The study, which surveyed 100 IT managers and directors in UK councils, reveals that 29% view cost control as their biggest worry. This ranks above other major frustrations budget constraints (27%) and IT support issues (25%).
Funding has traditionally been an issue for council IT departments although the survey says IT managers worry about funds being eroded by spiralling costs.
Graham Walter, managing director of software supplier Cognos, which commissioned the research, warns that cost control issues could even have an impact on future funding for IT projects. He said, "If you don't understand your cost structure and where your costs are going it's difficult to justify additional budget."

Effective spending on IT projects is also a major problem in the private sector. A recent report by analyst firm Gartner suggested that the average company wastes 20% of its IT budget on misguided and inefficient spending.
