What is causing agentic AI’s enterprise gap, and how to fix it

Agentic AI is often positioned as the next major leap in enterprise automation. Agents are intended to be intelligent systems that can reason and act with minimal oversight, promising faster execution and radically simplified workflows. Yet, as organisations begin to deploy agents in real operating environments, a consistent pattern is emerging: the agents aren’t quite as autonomous as expected.
The challenge isn’t that agents aren’t capable; however, it’s that they’re being introduced into systems that have not been designed to support them.
Across organisations of all sizes, agentic AI is proving incredibly powerful but fundamentally incomplete without proper business process orchestration. It is the incomplete systems and processes rather than the agents themselves that ultimately fail to live up to expectations.
Intelligence without structure doesn’t scale
Early narratives around agentic AI portrayed agents as self‑directed entities that could independently manage complex work. In practice, however, agents do not operate in isolation within enterprises. They exist inside ecosystems made up of people, data, policies, approvals, and core business systems. When those ecosystems lack structure, even highly capable agents create friction rather than efficiency.
Enterprise leaders are encountering unexpected cost and complexity because these multifaceted, pre-existing workflows can’t accommodate autonomous or semi‑autonomous actors. Authority boundaries are unclear, decision paths are implicit rather than defined, and exception handling still relies heavily on human judgment rather than system design. The result is that humans are pulled back into the loop far more than anticipated, pushing meaningful return on investment further into the future.
This exposes a deeper misconception about agentic AI: that intelligence alone is sufficient to transform operations.
The false binary: autonomous vs. deterministic
Business operations do not exist in a single mode of execution. They span a spectrum that ranges from deterministic, rule‑driven processes to probabilistic, judgment‑based work.
The majority of enterprise activity is still deterministic in nature. These processes depend on approvals, routing logic, compliance requirements, policy adherence, auditability, and well‑understood exceptions. In these areas, traditional orchestration systems already perform effectively, and replacing deterministic logic with agentic probabilistic reasoning introduces risk rather than value.
Agentic AI delivers its greatest impact in the remaining portion of work where context matters, inputs are unstructured, and decisions could take multiple form or paths. Tasks that require interpretation, synthesis, or judgment benefit from probabilistic intelligence.
The mistake many organisations make is treating this as an either‑or decision. The most effective model will always be hybrid as deterministic orchestration provides stability and control, while probabilistic agents introduce flexibility and intelligence where it is genuinely needed. Together, they create systems that are both adaptable and reliable.
Orchestration must come first, not after
One of the most common failure patterns in agentic AI adoption is treating business process orchestration as something to solve after agents are deployed. This approach almost always backfires, as we saw recently with Salesforce retroactively adding in deterministic controls within Agentforce.
When process orchestration is missing, agents generate more exceptions than organisations are prepared to handle. Tasks are completed but not handed off because downstream steps were never defined. Agents escalate work unnecessarily because authority limits were not specified upfront. Outputs vary just enough to require manual reconciliation, pulling humans back into work that was meant to be automated. What was intended to accelerate execution becomes a coordination problem.
Effective orchestration requires deliberate, end‑to‑end design before any agent goes live. It defines how work flows across systems, clarifying when agents act independently, when human intervention is required, how decisions escalate, and how outliers are handled. Deterministic workflows act as guardrails, ensuring that agentic intelligence enhances productivity rather than disrupting it.
A useful way to think about agentic AI is to treat agents as new employees. No matter how capable a new hire is, they cannot succeed without context, guidance, and clear expectations. Agents are no different. When supported by orchestration, agents move beyond task execution and begin to contribute reliably to business outcomes. Without that support, even well‑performing agents create confusion and risk.
Governance can’t stop at the agent boundary
As agents take on greater responsibility, governance cannot focus solely on individual agent behaviour.
Organisations often fall into the trap of monitoring whether an agent is acting “safely” while losing visibility into how agent actions interact across workflows. Decisions that are acceptable in isolation can combine in unintended ways across data flows, handoffs, and human‑AI interactions, creating systemic risk.
True governance requires end‑to‑end observability across systems, people, decisions, and outcomes. Workflows must be able to intervene automatically when AI falters, containing risk before it propagates. This level of control is only possible when deterministic and agentic orchestration operate together on a shared foundation.
The future is autonomy within governed orchestration
The future of enterprise AI is unlikely to be a collection of agents acting by themselves. Instead, it will be a system of agents working in a thoughtfully orchestrated environment where humans, AI agents, and systems work together inside governed, observable processes.
By combining deterministic precision with probabilistic intelligence, organisations gain the ability to handle complexity without sacrificing control. Those that understand this early will scale AI faster and with less friction. Those that do not, will spend years retrofitting orchestration and governance onto systems that were never designed for enterprise accountability.
Agentic AI is undeniably powerful, but without proper orchestration, it remains incomplete. Across organisations of all sizes, it is incomplete systems that are the ones that ultimately fail.
