The words "difficult and controversial" are being used this morning in the run up to the emergency budget being delivered in less than half an hour by the Chancellor George Osborne.
Various ministers have already been preparing the ground with the Deputy Prime Minister Nick Clegg using the words difficult and controversial to describe what many believe will be an eye watering budget with cuts in spending and tax rises.
There seems to be some promises that it will be tough but fair but already the opposition has raised concerns that if the axe falls too hard then it could derail the recovery.
