Getting users to download fake security software in the hope that they have protected themselves remains one of the main routes for hackers hoping to get their hands on sensitive data.

According to the latest security trends report from Symantec the volume of threats should prompt more coordinated action from governments and law enforcement agencies.

"The scale of these attacks and the fact that they originate from across the world, makes this a truly international problem requiring the cooperation of both the private sector and world governments," said Stephen Trilling, senior vice president, security and response at Symantec.

The vendor's Security Threat Report threw up several keep points including a warning that then number of targeted threats against enterprises had increased and web-based attacks were growing at a rapid rate.

One of the areas where web-based attacks rose dramatically was around compromised PDF viewers.

There were also signs that emerging markets, Brazil, Vietnam and Russia, were being bombarded with malicious activity as broadband became more widely prevalent.

The report will no doubt form some of the discussions at next week's InfoSec show in London where the latest strategies and products to counter security attacks will be debated.
