Digital Dubai and Emirates Group deepen collaboration on shared digital platforms

Agreement will give Emirates Group access to Dubai’s expanding ecosystem of digital services, data capabilities and shared platforms as the emirate pushes towards a more integrated, AI-enabled digital economy

Digital Dubai and the Emirates Group have signed a collaboration agreement aimed at expanding the use of shared digital platforms, services and data capabilities, as Dubai continues to build the digital infrastructure underpinning its government and wider economy.

Under the agreement, Emirates Group will be able to benefit from the digital services ecosystem and platforms developed by Digital Dubai, with the two organisations seeking to improve employee experiences, streamline processes and strengthen digital readiness.

The collaboration covers access to digital services, digital enablement platforms, and data and statistics services. It will also focus on improving systems integration and data exchange, expanding the adoption of shared digital platforms and creating a more connected digital environment between government-developed infrastructure and one of Dubai’s largest employers.

The partnership reflects a broader shift in Dubai’s digital transformation strategy, which increasingly views shared platforms, interoperable systems and data infrastructure as strategic assets that can support organisations beyond traditional government services.

Digital Dubai is the government entity responsible for overseeing the emirate’s digital transformation and bringing together initiatives spanning digital government, data, technology and cyber security. Its work forms part of Dubai’s wider ambition to develop a digitally enabled economy in which government entities, businesses and residents can access services through increasingly integrated digital infrastructure.

Dubai has progressively moved from digitising individual government services towards creating shared platforms capable of supporting transactions and data exchange across multiple organisations. This approach is intended to reduce duplication, improve interoperability and provide the technological foundations for the wider adoption of emerging technologies, including artificial intelligence (AI).

“Accelerating digital transformation and delivering sustainable impact requires bringing together shared expertise, capabilities and digital assets, while creating partnership models that generate lasting value for all stakeholders,” said Matar Saeed Al Hemeiri, chief executive of Digital Dubai Government Establishment.

According to Al Hemeiri, the partnership will extend the adoption of Digital Dubai’s platforms and capabilities to support Emirates Group in improving operational efficiency and accelerating its adoption of emerging technologies, particularly AI.

“The agreement exemplifies a model of integration that delivers mutual benefit while expanding the adoption of shared digital platforms, enhancing their ability to evolve continuously and respond to the changing needs of different sectors across the emirate,” he added.

For Emirates Group, the collaboration is expected to have a particular impact on internal operations and the employee experience. As one of the world’s largest aviation groups, the organisation operates a complex workforce environment in which the ability to connect systems and process information efficiently can have significant operational implications.

Oliver Grohmann, executive vice-president of human resources at Emirates Group, said the initiative would help accelerate processes and enable real-time data processing while reducing friction for employees: “We are proud to partner with Digital Dubai on this initiative, which aims to enhance the Emirates Group employee experience by accelerating processes, enabling real-time data processing, and removing friction for our workforce so that they can focus on the things that matter.

The agreement also establishes a framework covering service levels, support and response mechanisms, and information security standards aligned with international best practices.

The emphasis on shared digital infrastructure comes as Dubai pursues a series of technology-focused economic and government strategies. Through initiatives such as the Dubai Digital Strategy and the Dubai Economic Agenda D33, the emirate has sought to accelerate the digitisation of government and business while strengthening its position as a global technology hub.

Artificial intelligence is also becoming an increasingly prominent component of this agenda. Dubai has introduced initiatives designed to accelerate AI adoption across government entities and economic sectors, while investing in the data and digital infrastructure required to deploy the technology at scale.

For large organisations, however, the adoption of AI and other emerging technologies depends heavily on the ability of underlying systems to exchange information securely and efficiently. The Digital Dubai and Emirates Group agreement therefore illustrates how the emirate is seeking to extend its digital transformation model beyond individual applications and towards a broader ecosystem based on interoperable platforms and shared capabilities.

By connecting government-developed digital infrastructure with the operational systems of major organisations, Dubai is aiming to create a technology environment in which services, data and platforms can be reused across sectors rather than developed in isolation.

The partnership could also provide a model for closer public-private technology collaboration as Dubai works towards a more integrated digital economy. Expanding the use of common digital platforms across government and major enterprises has the potential to improve efficiency and accelerate innovation, but it also places greater importance on interoperability, governance, cyber security and responsible data exchange.

For Digital Dubai, the agreement represents another step towards positioning digital infrastructure as a city-wide capability rather than solely a government resource. For Emirates Group, it offers access to an established ecosystem of platforms and services that could support greater automation and integration across its operations.
