The national programme for IT now has three leaders. Richard Granger, director general of IT in the NHS, has become joint senior responsible owner - the first time a major Whitehall programme has had joint senior responsible owners.

Aidan Halligan, deputy chief medical officer at the Department of Health, joins Granger as joint director general of the national IT programme. The programme's third leader is John Bacon, director of health and social care delivery.

The Office of Government Commerce, in initiating the idea of a senior responsible owner, said in its guidelines that it should be an individual who is "owner of the overall business change that is being supported by the project".
