Health Secretary Alan Milburn held up the launch, Building the Information Core - Implementing the NHS Plan because he thought the press plans were not sufficiently upbeat.
The strategy document which was originally due out last autumn, was finally slated for launch last Friday.
At the last minute this was pulled until Monday while Milburn rewrote press releases and called for the inclusion of details about regional initiatives.
There was no official launch on Monday. Instead the Department of Health told reporters the strategy would be launched "soon". Meanwhile, the NHS Information Authority posted the full document on its Web site.
One Westminster insider told Computer Weekly, "Milburn is trying to put a pre-election spin on the strategy and the extra cash they are spending."
