Because traffic is increasingly constantly both numerically and in terms of speed, control systems are constantly changing. Any change from a well-tried system involves a risk unless the new system has been thoroughly tested before being put into operation.

I love these retrospectives. Gobbling down a half century of growth & change in one bite provides an amazing prospective. Sorry to say, I didn't even know there was a Computer Weekly in print that long ago. So much to learn; so little time.
