These are not technical, nor managerial, they are personal skills. This means you can deploy collaboration technology  and make managment decrees but will people collaborate?

Mastering collaboration skills requires the ability to work effectively with diverse teams and be helpful and make necessary compromises to accomplish a common goal - a tall order for most of us at the best of time. Getting people to collaborate will be the biggest challenge in making the digital industry a winning bet - in short, 'You can lead a horse to water but you can't make it drink.'
